You need a domain like http://www.yourname.com and webhosting to publish webpages. Then you need scripts to create forum or blog etc…
If you intend to create more than 1 website, go for multiple web hosting where you could handle your websites in one account.
Visit Following webhosting which is quite good.
Hostmonster http://snipurl.com/1512d
They offer hosting of "unlimited domains" and you will get massive webspace of 200000 MB (200 GB ). They only charge $4.95/month and they offer "a free Domain Name" and installing service called "Fantastico". By using Fantastico, you could create own forum, photo gallery, shopping cart (e-commerce),your own auction site and your own blogs within few seconds. They also offer "Free Website Builder" as well.
Visit the site to check details.

It may be rather impossible to explain the entire process in just several lines of text, building a website and maintaining it is an ever learning process.
For the start, I would advise that you check out some of the commonly used open source programs like :-
CMS
——–
http://www.drupal.org
http://www.mamboserver.com
http://www.xoop.com
http://www.postnuke.com
http://www.joomla.org
ecommerce
——————–
http://www.oscommerce.com
forums
————
http://www.phpbb.com
blogs
——-
wordpress.org
typepad.com
Join the forums of the selected program and start learning from the expreriences from community members, you will then slowly pickup the necessary skills to manage a website.
Hope that helps.
